When it comes to training on products, products enhancements, etc., typically, training content comes from subject matter experts. These subject matter experts are often product managers, who do not have all necessary focus and time on training. In the case of large enterprises, subject matter experts focus on releasing enhancements and newer versions of products as opposed to training.

Additionally, subject matter experts do not have any background in instructional design and their focus will be more towards what the product/service does and not how to sell the product/service. Hence, it is difficult for training managers to coordinate effectively with these subject matter experts.
